Baltimore City Public Schools today released CEO Dr. Jermaine Dawson's 100-Day Entry Plan, a roadmap that will guide his first three months as the district's leader through a deliberate process of listening, learning, and action. The plan is available beginning today at baltimorecityschools.org/page/entryplan.

The plan reflects Dr. Dawson's commitment to building on the progress made by former CEO Dr. Sonja Santelises while engaging directly with students, families, educators, staff, and community members to help shape the district's future.

"I am honored to begin this work with you," said Dr. Dawson. "Dr. Sonja Santelises leaves Baltimore City Public Schools stronger and better positioned for what comes next. I step into this role with deep respect for that foundation and a commitment to build on it. During my first 100 days, my priority is to listen, learn, and be present in schools and communities across Baltimore so we can continue moving our district forward together."

The entry plan is organized around three phases:

  • Connect (Days 1-30): Meet with students, families, staff, and community members to hear directly about their experiences and priorities.

  • Discover (Days 31-60): Convene an independent Transition Team to examine themes from community feedback alongside district data.

  • Deliver (Days 61-100): Begin acting on immediate opportunities for improvement while preparing longer-term recommendations and next steps.

As part of the Connect phase, Dr. Dawson will host a six-stop community listening tour across Baltimore, providing students, families, employees, and community members with opportunities to share their perspectives.

The district will also provide opportunities for community members to share feedback online through an Entry Plan survey and by email.

To promote transparency and accountability, Dr. Dawson will publicly report on what he hears and the progress being made at Day 30, Day 60, and Day 100, culminating in a comprehensive report outlining key findings, actions already underway, and recommendations for the future.
