Congratulations to our three finalists for 2026 City Schools Teacher of the Year!

Our finalists include:

Torrion L. Carter - Library/Media Specialist at Cross Country Elementary/Middle and Robert W. Coleman Elementary: Ms. Carter is a proud alumna of Coppin State, Class of 1997, and a Baltimore City Public Schools educator with 24 years of service. As a librarian/media specialist, she advances literacy, digital fluency, and a love of learning while equipping students with skills to think critically and navigate the world with confidence.

Yu-Tung “Jill” Chen, Chinese Language Teacher at Baltimore Polytechnic Institute: Born and raised in Taiwan, Ms. Chen first came to the United States at age 33 and later made the Baltimore area her home. As a Chinese language teacher at Baltimore Polytechnic Institute, she creates engaging, structured lessons that help students build confidence, communicate with purpose, and connect with the wider world. 

Dr. Otis Eldridge, Band Director and Music Teacher at Hamilton Elementary/Middle: Dr. Otis Eldridge is a proud son of Baltimore City and a graduate of Baltimore City Public Schools, whose journey reflects the transformative power of education. A three-time graduate of Morgan State University, he earned his bachelor’s, master’s, and doctoral degrees while developing a dynamic career in music education.
