Baltimore City Public Schools is working to ensure that all content on our website is accessible by individuals with disabilities. Our goal is to have all pages on our website conform with the World Wide Web Consortium (W3C) Web Accessibility Initiative’s (WAI) Web Content Accessibility Guidelines 2.0, Level AA.

To help us respond in a manner most helpful to you, please indicate the nature of the accessibility problem, the web address of the requested material, the preferred format in which you want to receive the material (electronic, standard print, large print, etc.), and your contact information (name, email, telephone, and physical mailing address).

To file a complaint alleging a failure to accommodate and/or discrimination on the basis of disability in the provision of website content and features by City Schools, please follow the process below.

The complaint should be in writing and contain information about the alleged website accessibility discrimination. (Upon request, an alternative method for filing grievances such as personal interviews or a tape recording of the complaint will be made available for persons with disabilities.) Specifically, the complaint must include the following:

  1. Name, postal address, and phone number or email address of the complainant
  2. The URL(s) of the webpage(s) on which the inaccessible content is housed or linked
  3. The date and means by which accessible content was requested from City Schools’ communications department
  4. A statement of the problem

The complaint should be submitted no later than 60 calendar days after discovery of the alleged violation to

Within 48 hours after receipt of the complaint, the Equal Employment Opportunity (EEO) department will begin an investigation. As may be necessary during the course of the investigation, the EEO office may interview the complainant, any identified witnesses, and any other persons of interest revealed during the course of the investigation. The EEO office shall also review any relevant documentation produced by the complainant or which is relevant to the investigation.

Within 10 business days from receipt of the complaint, City Schools will issue a preliminary response in writing to the complainant (where necessary, in a format accessible to the complainant, such as large print or audio tape). The response will explain City Schools’ position and may include options for resolution of the complaint. As appropriate, City Schools will also take steps to prevent recurrence. If at the conclusion of the investigation it is determined that a violation has occurred, the EEO office shall make written recommendations to the communications department designed to ensure an appropriate and timely resolution. The complainant will be notified in writing of the outcome of the investigation.

In all matters, the EEO office shall issue a final written finding or decision on the complaint. The decision on the EEO office may be appealed pursuant to Education Article sec. 4-205 and Board Policy BLA. The complainant may also file a complaint with the U.S. Department of Education Office of Civil Rights.
