UPDATE: Network security and use of computers 

Effective immediately, staff and students may now use their personal devices to access virtual learning and other tools. We ask all users to continue to avoid using Baltimore County schools devices to access City Schools resources. You may use asynchronous online platforms that we know are secure, such as iReady, Imagine Math, Amplify online, etc. 

We also ask all users to avoid opening emails from suspicious sources. For security, we have blocked all emails coming from Baltimore County, and ITD is monitoring all incoming emails for suspicious messages. If you receive a suspicious email, do not open it and report the occurrence to cityschoolsphish@bcps.k12.md.us.

Special Education Citizens' Advisory Committee

The Special Education Citizens' Advisory Committee (SECAC) works to enable the Board of School Commissioners and district office staff to collaborate with others on special education issues and to facilitate positive changes in the delivery of special education services.

Meetings

Meetings are held virtually from 5-7 p.m. on the second Monday of each month (unless otherwise noted).

SECAC Chair

Winifred A. Winston

Ms. Winifred A. Winston is a bestselling author, passionate advocate, and enthusiastic speaker. She has worked in education providing career services for more than 10 years. She has worked with non-traditional students and adult learners in higher education as a career coach and adjunct instructor. In addition, she has served as a high school Career Technology and Education (CTE), teacher working with students with disabilities and students in an alternative high school setting.

She is passionate about educating families about dyslexia and the IEP process and has experience working in the special education field as an Administrator in a special education school. Ms. Winifred is a Global Career Development Facilitator (GCDF), holds a Master of Science in Human Resource Development from Towson University and a Bachelor of Science in Mass Communications from the University of North Carolina at Pembroke. Ms. Winifred is originally from Brooklyn, New York and currently  resides in the Ramblewood community of Baltimore City with her family.
