The Comprehensive Educational Facilities Master Plan (CEFMP) serves as a document and a process for City Schools. As a resource document, the 2022 Baltimore City Publics Schools’ CEFMP contains both educational and community related elements that impact facility usage. Some of the major topics include long range facilities planning policies and regulations, community demographic and socioeconomic analyses, and projected student enrollment and building util
ization.
The CEFMP is developed with the participation, contributions, and input of many departments/entities within and outside of City Schools. It provides administrators, teachers, community representatives, City and State staff, and elected officials with a reference to assess future facility needs, determine project priorities, and establish a framework for decision-making and/or policy development pertaining to City Schools facilities. It also identifies current and future facility needs and provides a long-range perspective for future facility challenges.

Executive Summary
Chapter 1: District-wide and Facility Planning Goals and Objectives
This chapter identifies the mission, goals and priorities approved by the School Board Commissioners that also align with the overall goals of the CEFMP. Other City Schools academic goals, programs, and initiatives that impact school facilities are highlighted in this section (e.g. the recommendations approved by the Baltimore City School Board Commissioners for SY2223, as well as other academic programmatic changes).
Chapter 2: Community Analysis – Demographics and Housing Development
This chapter is an overview of Baltimore City demographic trends to socioeconomic data and housing developments. The sections are not permanent year to year: they might change depending on relevant topics. It describes Baltimore City’s demographic,
housing, and socioeconomic trends. This section reviews overall population, housing market typology and developments, and other master planning initiatives in Baltimore City.
Chapter 3: Enrollments and Enrollment Projections
This chapter summarizes student enrollment trends and enrollment projections which impact long range planning efforts. Factors that impact enrollment projections such as birth rates, capture rates, district-wide trends, enrollment projections and housing initiatives are also discussed in detail in this chapter.
Chapter 4: Capacity Analysis and Facility Utilization
This chapter includes City Schools’ Utilization Plan which consists of past, current, and projected district-wide utilization rates. The chapter also provides a summary of capacity and utilization rates for schools by type and the implications of the 21st Century Buildings Plan on utilization.
Chapter 5: Facility Condition Analysis
Chapter 5 illustrates current and future facility needs which impact CIP decisions and school investment prioritization. This chapter also describes the Comprehensive Maintenance Plan (CMP).
Chapter 6: Policies and Guidance
This chapter identifies City School’s policies and related State policies that impact the efficient usage of school facilities. Examples of such policies include but are not limited to: Districting and Redistricting; School Closing; Site Selection Criteria; Educational Provisions such as Special Education, Alternative Options Programs, Career and Technology Education, and Early Learning policies.
