Amber Scott Woodruff (Adopt A Network: CLN 3) is an educator, strategist, and disability advocate with a deep commitment to the success of Baltimore’s children and families.
With over 15 years of experience across the education sector, Amber has served as an early childhood classroom teacher, network leader, and education consultant. Her career has centered on building systems that work better for educators, families, and most importantly, for children. She has led large-scale initiatives to strengthen educator pipelines and previously led the certification and development for hundreds of new teachers.
Presently, Amber is the Director of Strategy and Research at the Greater Baltimore Committee, where she leads collective impact initiatives focused on expanding local hiring and promoting cross-sector strategies to reduce gun violence and strengthen police recruitment and retention.
Amber’s work is rooted in purpose and she embraces the belief that “to whom much is given, much is required.” She recently completed the 2025 Georgetown University Leadership Education in Neurodevelopmental Disabilities (LEND) Fellowship where she co-presented a capstone project focused on helping more children access early intervention services through universal developmental screenings. Amber is a proud graduate of Spelman College and holds a Master of Education (M.Ed.) in Curriculum and Instruction from George Mason University.
Amber lives in Northeast Baltimore with her husband, where they’re raising their two small children and investing in the future of their community. Her personal experience navigating early intervention, disability services, and Pre-K enrollment deepened her advocacy and reinforced her commitment to building systems that are accessible, inclusive, and family-centered. She believes that Baltimore’s children deserve nothing less than bold, responsive leadership.
