Tisha Edwards has focused on education, youth and community throughout her career. As program coordinator in the Fulton County Juvenile Court in 1997-1998, she worked collaboratively with parents, educators and community partners to support at-risk youth in the Atlanta area. After earning a Master of Social Work from the University of Maryland in 2000, Ms. Edwards served as senior management executive for Empower Baltimore Management Corporation, a federally funded non-profit corporation providing services to distressed communities in Baltimore. Ms. Edwards was awarded her law degree from the University of Maryland School of Law in 2001, and was subsequently appointed Founding Principal of Baltimore Freedom Academy from 2003-2007. In January 2008 Ms. Edwards was named as Special Assistant to Dr. Andrés Alonso, CEO of Baltimore City Public Schools (City Schools).

 In February 2009 Ms. Edwards was appointed Chief of Staff to CEO Andrés Alonso, where she managed City Schools’ senior management team and oversaw the implementation of many of the district’s most important reform initiatives over the next four and a half years. In this period City Schools was recognized nationally as a leader in urban school reform, and Ms. Edwards is credited with implementing many of the pivotal bodies of work accomplished in the district, including central office reorganization and school empowerment, negotiation of landmark teacher and school leader contracts, and the implementation of district-wide strategic reforms that led to dramatic increases in student achievement and graduation rates. In 2012-13, Ms. Edwards led the initiative to modernize the district’s building portfolio, resulting in the passage of the first phase of City Schools’ 10-Year Buildings Plan – an historic $1.1 billion investment in modern schools and facilities for Baltimore’s students.
 
Following Dr. Alonso’s retirement, Ms. Edwards was appointed Interim Chief Executive Officer of Baltimore City Public Schools, effective July 1, 2013.
