
Dr. Mary Minter
Chief Academic Officer

As Chief Academic Officer, Dr. Minter will be responsible for the leadership of instruction across the district. Mary Minter has a long career demonstrating her ability to turn around low-performing schools. She started her career as a teacher at Thomas Johnson ES teaching first, fifth, and sixth grades from 1973-1991. She then served as Assistant Principal at Thomas Johnson ES from September 1991-1993.

She began her first stint as principal at Curtis Bay ES and served from 1993-2000. In 2000, she became principal at William Paca Elementary School. From 2003-2006, she was named a Maryland Distinguished Principal in recognition of her effectiveness in raising achievement scores—one of four Distinguished Principals names in the state of Maryland. To date, she is the only such principal from Baltimore City given this position.
As a Distinguished Principal, she provided training for new principals throughout Maryland as part of the state’s Principals Academy. She also served as a principal mentor for over five years for new principals in the Baltimore City Public School System.
In 2006, Mary Minter was promoted to Area Academic Officer to lead a newly created Area #9 overseeing several restructuring implementation schools, schools that had failed to make Adequate Yearly Progress under the No Child Left Behind and state accountability measures for five consecutive years. She has excelled in this position.

Roger Shaw
Executive Director of Secondary Schools

Roger Shaw will join Dr. Minter’s team as Executive Director of Secondary Schools. He will be responsible for helping create and lead the implementation of a coherent plan to support the needs of all students in the high schools and middle schools. Shaw will oversee high school and middle school principals, as well as curriculum initiatives for students in those grades.
Roger Shaw has had a long career at the Baltimore City Public School System. He started with the system in 1984 as an English teacher at Harlem Park Community School. From 1993-1996, he was promoted from Curriculum Coordinator to Community Manager and then Acting Assistant Community Principal. From 1996 to 1999, he served as Assistant Principal.

From 1999-2001 he served as Assistant Principal at Carver Vocational Technical High School before becoming principal at Paul Laurence Dunbar High School in 2001 to the present. As principal of one of BCPSS’ premier high schools, Shaw has been able to build innovative partnerships with diverse groups such as Johns Hopkins and CollegeBound to enhance the opportunities for his students. Academic scores at Dunbar have improved under his tenure—particularly in mathematics. His experience in both middle and high schools makes him well suited for a new position as Executive Director of Secondary Education.

Linda Eberhart
Director of Mathematics

As Director of Mathematics, Linda Eberhart will have the responsibility of improving mathematics education outcomes for all students in the district. Ms. Eberhart has symbolized, in her work with teachers, the potential of professional learning communities to transform outcomes for students. Her work represents the type of professional development that must take place in all content areas across the district.
Linda Eberhart has been a BCPSS employee since 1970. She is currently a fifth grade math teacher at Mt. Royal E-M School. Eberhart’s students have consistently been top math performers in the State with 98% of her students achieving proficient and 25% achieving at the advanced level in 2005 and 2006.

In 2007, 100% of her students achieved at the proficient level and 34% achieved at the advanced level. Eberhart is the first and only Baltimore City teacher named a Maryland Teacher of the Year. She also created Math Works, a professional math learning community to support over 450 math teachers in grades 2 to 7 designing monthly professional development.
