External Research and Data Requests

  • City Schools welcomes outside researchers and external organizations to conduct studies within the system while ensuring that any research underway does not compromise the privacy of its students and parents, or disrupt the work of students, teachers, and administrators. As part of its mission, Achievement and Accountability Office supports research from the System’s partners, from City Schools staff who pursue advanced degrees, and from federally or state mandated studies.     City Schools makes a number of aggregate school and citywide reports publicly available for download. In cases where the needed data are not found in these downloadable files, researchers may request additional data from the Office of Achievement and Accountability. Receipt of non-public, student-level data sets will require a legal agreement between the researcher or organization and City Schools. Researchers are not permitted to request data directly from schools or other departments within the District Office. 

    In order to conduct research in Baltimore City Schools, you must submit your research request via our online form. new window  This form can be used to submit different types of requests, as seen in the table below.  The table also includes links to guidance on what information you will need to submit as part of your application. Please note that email submissions will not be accepted, the online form new window must be used.

    Research studies involving only a data request

    Completed data request applications will be reviewed once every two weeks. Approval of the request will be based on data availability as well as the educational benefit provided to City Schools, the Baltimore community, and/or the field of education. Complete proposals received by the submission deadline (see calendar below) will be reviewed during the corresponding meeting. The time required to fulfill a data request will depend on the complexity of the request and competing priorities within OAA. Individuals receiving data files for research must share final reports with OAA.

    Research studies involving data collection (Initial, revision and renewal applications)

    In 2012, the Office of Achievement and Accountability (OAA) created an internal Institutional Review Board (IRB) to review proposed research projects that involve data collection. Data collection includes conducting interviews or focus groups and/or administering a survey or assessment to students and/or school staff.  The IRB meets once a month, including the summer months. Complete proposals received by the submission deadline (see calendar below) will be reviewed during the corresponding IRB meeting.

    Any statistical reports must display the following disclaimer: Statistics reported were prepared especially for this study and may not agree with other published statistics.

    The disruption of the school's routine by the study must be kept to a minimum and researchers must avoid any day in which a standardized test is administered.

    All individuals who serve as members of the research team (e.g., applicant, assistants, collaborators) who are not currently employed by City Schools and will have contact with students must complete the fingerprinting and background procedures required by the district. 

    The approval of the study does not constitute an endorsement of the study, and such language should be included in final reports. Once IRB approval is received, completion of the proposed project is contingent upon approval of principals, teachers, students, and completion of informed consent forms by parents, as appropriate. Permission for research studies is for one year unless otherwise noted in the approval letter. Research studies that will extend beyond one year must submit for continued approval prior to the expiration of the current approval.
