If you are a new applicant, please read the information below prior to completing and submitting your application for Teaching or Related Service Provider (RSP) positions.
The Baltimore City Public School System (BCPSS) is committed to fully complying with the guidelines of the No Child Left Behind Act. The BCPSS invites candidates with the following credentials to apply:
Candidates who have or will receive a degree in education must possess ALL of the following in order to be considered eligible for 2007-2008 teaching positions and may apply directly using our online application:
- A Bachelor’s degree or higher in education from an accredited institution of higher education (IHE) with an approved teacher education program;
- Completed student teaching experience;
- An undergraduate GPA of a 2.5 or above;
- A Maryland or other state professional teaching certificate for which a qualifying examination was required; and
- U.S. citizenship or current authorization to work in the U.S.
Candidates who do not have a degree in education should NOT complete the general BCPSS online application. Instead, you may apply for consideration through the Baltimore City Teaching Residency (BCTR). The BCTR, an alternative route program leading to full certification, is designed for outstanding individuals who have a deep commitment to children and want to earn their teaching certification while working full time in a Baltimore City public school. Individuals applying to the Baltimore City Teaching Residency must possess ALL of the following:
- U.S. citizenship or current authorization to work in the U.S.;
- A Minimum of a Bachelor’s degree;
- An undergraduate GPA of a 2.8 or above;
- Meet the eligibility requirements for one of the content areas below:
- Elementary & Early Childhood Education: (must have all of the following) 6 credits in math; 6 credits in social studies; 6 credits in English; 6 credits in science (psychology and sociology do not count); 12 credits in other humanities; a 2.75 GPA average in the above coursework
- Secondary Contents – Art, English, Math, Music, Science, Social Studies, Spanish: (must have all of the following) a major or 30 credits in the content area; a 2.75 GPA in the major or the average of the 30 credits
- Special Education – Elementary & Secondary: Individuals interested in special education must qualify for either elementary or secondary education based on the requirements listed above.

Please click here for a current list of subject areas in which we are expecting vacancies for the 2007-2008 school year. RSP positions include: school psychologists, guidance counselors, social workers, speech language pathologists, physical therapist, occupational therapist, audiologist.
RSP positions include: school psychologists, guidance counselors, social workers, speech language pathologists. The following are the minimal educational requirements to be considered for RSP positions:
School Psychologist – Master’s degree in School or Educational Psychology and hold or be eligible for a Maryland professional certificate.
Guidance Counselors – Master’s degree in School or Educational Psychology from an accredited program and hold or be eligible for a Maryland professional certificate.
Social Workers – Master in Social Work and hold a LCSWC (Licensed Clinical Social Worker-Certified) licensure.
Speech Language Pathologist – Master’s in Speech Language Pathology or Communication Disorders and hold or be eligible for a license from the Maryland Licensure Board of Speech Pathology OR an American Speech-Language-Hearing Association (ASHA) Certificate of Clinical Competence. Applicants with a bachelor’s degree in Speech Language Pathology or Communication Disorders who are currently enrolled in a master’s degree program will be considered.
Occupational Therapist – Master’s degree in Occupational Therapy and hold or be eligible for a license from the Maryland Board of Occupational Therapy Examiner’s. Applicant’s with a Bachelor’s degree in Occupational Therapy received before 2007 will be considered. Physical Therapist – Master’s in Physical Therapy and hold or be eligible for a license to practice Physical Therapy from the Maryland Board of Physical Therapy Examiners.
Audiologist – Master’s degree in Audiology and must have ASHA CCC-A.
Must hold or be eligible for a license from the Maryland Board of Audiologists
Foreign citizens may apply for a position only if you are currently authorized to work in the United States . Once you have submitted an application, a copy of your authorization to work in the United States (visa or green card) must be received by our office BEFORE we can review your application.
Applicants with degrees from foreign universities must submit a completed course-by-course evaluation of their transcripts BEFORE we can review your application. This evaluation must be performed by an educational evaluation service recognized by the Maryland State Department of Education. All applicants for Teaching and Related Service Provider positions must complete and submit a current online application in order to be considered for 2007-2008 positions. Using the link below, you will be asked to create a user account in order to access our online application. You may use your user account later to login to your application and check on your status or the status of any documents you have submitted.
In addition to required information about your personal background, education and teaching experience, our application also requires that you upload a current resume. Please have this ready in either Word (.doc) or Adobe (.pdf) format. You are also given the opportunity to upload an electronic teaching portfolio (though not required).
Once you have completed and submitted your online application, you must complete the TeacherInsight online interview. The online interview should take approximately 40 minutes. Though you must complete the TeacherInsight interview BEFORE your application can be reviewed, you do not need to complete it at the same time that you submit your application.
Once complete, your application will be reviewed for initial eligibility within 10 business days. This review is based on self-reported information. Once we have received the necessary documents (detailed below), we will conduct a full review of your materials and your TeacherInsight interview. Once your full review has been conducted, you will be notified of our decision via e-mail.
If selected to join the new teacher pool, you will have the opportunity to interview with principals for positions throughout Baltimore City. You may then contact schools directly or login to your online application in order to register for interviews and other hiring events. These events/activities include networking events, school based interviews with principals, and system-wide placement fairs. Principals will also have access to your application materials and may contact you directly about positions at their schools.
Please note, not everyone that is selected to join the new teacher pool will be offered employment. Vacancies change throughout the hiring season, so we strongly recommend that you take advantage of every opportunity to interview with principals. Positions are filled on a rolling basis.
First, you must submit a completed online application (with your resume).
Next, you must submit ALL of the following items BEFORE your application can be recommended for consideration:
- A COPY of transcripts showing that your degree has been awarded (applicants scheduled to graduate in April/May/June may submit transcripts showing work completed up to the date of issuance and submission to BCPSS);
- Three (3) professional references from individuals who are/were in a position to evaluate your performance/capabilities. Click here to download the Professional Reference Form. - A COPY of any current teaching certificates you list in your application;
- A COPY of any Praxis test scores or other state teaching exams pertaining to your certification.

Once you have accepted an offer of employment at a Baltimore City public school, the following documents must be presented at the time of your employment processing appointment. Failure to provide these documents will preclude you from completing the employment process and signing your contract.
- Two (2) official transcripts showing your degree has been awarded. Please note, the Maryland State Department of Education also requires the submission of two (2) official transcripts from all other colleges and universities attended. This includes all community colleges. Candidates with degrees from foreign universities must present an original copy of their course-by-course evaluation;
- If applicable, official verification of previous full-time teaching experience from all school(s) or school system(s) in which you taught. Verification is to be submitted using the BCPSS verification form. Click here to download a copy of the Verification of Employment Form. This form is used for certification purposes and to set your salary;
- If applicable, a copy of Department of Defense DD Form 214 - Verification of Military Service;
- If applicable, official letter verifying teaching-related Peace Corps service.
