No Child Left Behind

Title I of the Elementary and Secondary Education Act (ESEA), as amended by the “No Child Left Behind Act, 2001” (P.L. 107-110), provides Federal financial assistance to the Baltimore City Public School System to ensure that all students have a fair, equal, and significant opportunity to a high quality education and reach proficiency on challenging academic standards.
While the final award amount has not yet been determined by MSDE, the Baltimore City Public School System’s Title I grant award for FY 2008 is estimated at approximately $53.7M.

DISTRIBUTION OF THE TITLE I DOLLARS   

The Title I grant is governed by a host of guidelines as outlined in the No Child Left Behind Act (NCLB) of 2001. According to the legislation, school districts that receive Title I money must earmark a portion of the dollars to certain initiatives ranging from activities that include professional development, parent involvement, and school improvement. For FY 2007, federal grant dollars targeted to specific programs, known as set-asides, represent about 47% of the Title I grant distribution. Once set-asides are established, the remaining dollars are used to create school-based allocations and a system to administer and monitor the various programs that are supported by the grant.

For the 2007-2008 school year, approximately $32.M has been allocated to 122 schools based on the $900 per free-lunch-pupil rate. Schools are to use the dollars to support the implementation of the School Improvement Plan. The remaining dollars will be distributed for the required set-asides.

SUPPLEMENTAL EDUCATION SERVICES (SES)

• An after school tutoring program and the largest Title I set-aside initiative
• (2006-2007) SES increased to about 9,000 students.
• (2006-2007) SES will be based on the set-aside formula and will allow for possible expansion.
• Not available in all Title I schools and is not an option for all students.
• Eligible Students - only students who receive free or reduced lunch and attend a Title I school that has not met AYP for three consecutive years.
