Title I Schools


The No Child Left Behind Act of 2001 requires school districts to provide options for students if they attend a school that is not making adequate yearly progress. The standards for identifying the eligible schools in Baltimore City and for assessing their progress are established by the Maryland State Department of Education.

The options for parents are the following:

  • Transfer your child to a school that is making adequate yearly progress; or
  • Enroll your child in a tutoring program paid by the school district (provided your child meets eligibility requirements)

Transfer Option



You may apply for a transfer to another school that has not been identified for school improvement. If space is available in that school at the appropriate grade level, the Title I Office will process the transfer application based upon your child’s academic need. Please realize that if space is not available, students requesting transfer will have to be prioritized by: lunch status and standardized test scores. The BCPSS will arrange appropriate transportation if needed. Elementary students generally receive yellow bus transportation. Middle school students receive MTA tickets. The new school assignment will start on the first day of school in the 2007-2008 school year.

Tutoring Option

If your child decides not to transfer, he or she may be eligible for supplemental tutoring during the 2007-2008 school year. If you select this option, your child will remain in his or her current school and not have to travel to another neighborhood. In order to participate, your child must be eligible to receive free lunch and must meet the academic selection criteria. The tutoring services are provided by private educational companies approved by the Maryland State Department of Education and are offered at no cost to the parents.

I know that this is a very important decision. Please consider your options carefully. We will hold two parent fairs to answer questions:
