Westat Report (An Evaluation of the First Five Years of Reform as Part of the City-State Partnership)

Results are provided of an evaluation conducted by an external research organization known as Westat, jointly hired by the Maryland State Department of Education and the Baltimore City Public School System to examine the degree to which student achievement in BCPSS is improving, better management systems are being implemented, and the new governance structure is supporting reform efforts mandated in Senate Bill 795 as part of the city-state partnership.
