Neil Duke

Neil E. Duke, a graduate of The Citadel, The Military College of South Carolina with a degree in Political Science, is an Attorney with the law firm of Ober Kaler, P.C. located in Baltimore, Maryland.  Mr. Duke’s trial practice focuses on civil litigation.  Mr. Duke also routinely provides counsel to employers on a variety of workplace issues impacted by federal and state legislation.  Mr. Duke is admitted to the Maryland and District of Columbia bars as well as the federal trial and appellate courts of both jurisdictions.  Mr. Duke is a graduate of the prestigious Maryland State Bar Association Leadership Academy and is a member of various Bar associations and committees, to include the Maryland State Bar Foundation, Maryland State Bar Association Membership Committee and the Rule Day Club.

Mr. Duke received his law degree, cum laude, from the University of Baltimore School of Law where he served as the Executive Editor of the Law Review and the Captain of both the law school’s National Moot Court Team and the Student Trial Lawyer’s Trial Team.  Presently, he serves as an Adjunct Professor at the University of Baltimore School of Law. 

Mr. Duke formerly served as an Air Force Captain and Special Agent with the Air Force Office of Special Investigations (AFOSI), where he specialized in the investigation of white collar crimes and served as the Manager of the Economic Crimes Unit.  As a Special Agent, Mr. Duke was designated as the lead investigator in a myriad of complex fraud cases.  By the end of his career with the AFOSI, Mr. Duke had been responsible for identifying millions of dollars in fraud, waste and abuse by various contractors doing business with the federal government. 

Mr. Duke served as the President of the Monumental City Bar Association, Inc., which is the oldest and largest association of African American judges and attorneys in the State of Maryland.  The Association is frequently recognized in the legal community for its advocacy of public interests and its community outreach efforts.  Mr. Duke’s leadership of the Association ran the full gamut of tasks, to include interfacing with the general and legal community, development of programs, public speaking, directing fundraising efforts and oversight of the organization’s finances.

In his capacity as an attorney, Mr. Duke is frequently called upon to provide lectures and submit legal articles for publication.  Some of his efforts include a presentation at an annual Human Resources Conference at Walt Disney World, Orlando, Florida, entitled, “When Good Employees Do Bad Things: Investigating, Defending Against and Evaluating Harassment Claims,” a presentation to educators entitled “Sexual Harassment in Schools:  Understanding the Legal Issues in Maryland,” and an article for the Maryland Daily Record, “Maryland Employees/Employers Prepare for Call to Military Service.” 

Mr. Duke is active in the Baltimore community and provides leadership to a number of prominent non-profits organizations.  Mr. Duke formerly served as the Baltimore Branch NAACP’s First Vice President, and presently serves on the boards of Baltimore Homeless Services and the Civilian Review Board.  Mr. Duke also formerly served as the host of a popular weekly talk radio show, broadcast on Morgan State University radio, WEAA, 88.9f.m.  Based upon his legal skills, business acumen and community leadership, in 2001, Mr. Duke was named as one of Baltimore’s “Top 40 Under 40” by The Baltimore Business Journal and his mediation skills were called upon as the Event Coordinator and Moderator of Maryland’s first Gubernatorial Debate for the 2002 election cycle.
