 Parents and community members having a meeting

The Parent and Community Advisory Board (PCAB) was established to advise the Baltimore City Board of School Commissioners in the development and implementation of policies and procedures. PCAB supports parent involvement by helping to facilitate the flow of information from parents and community to the Board of School Commissioners, the Chief Executive Officer (CEO), and BCPSS administrators. PCAB is knowledgeable and informed about BCPSS policies, operations, and student data. The Board also helps to organize parent and community members to have an effective voice with the Board of School Commissioners.

Senate Bill 795 established PCAB and offered opportunities for parents and the community to actively participate in the new school board structure. PCAB is a 14-member board, where the majority of the members must be parents of children attending Baltimore City public schools. The members are selected for a two-year term.  PCAB is formed from members chosen throughout the community. Three members of the board are selected by the Vaughn G. special education plaintiffs. The Bradford plaintiffs select two additional members and the BCPSS CEO appoints other members from lists submitted by the following parent groups: Baltimore City Council of PTA’s, Title I parent liaisons and area based networks.

As provided in the law, the CEO must meet with PCAB quarterly and the Board of School Commissioners must consult with PCAB regularly.

PCAB Public Comment Policy

PCAB meetings are conducted in an open and public setting. During these public board meetings, time is set aside to accept public comment. The guidelines for public comment are as follows:

  • Comments must address educational concerns.
  • Groups and individuals are welcome to provide comment during this portion of the meeting.
  • Comments should be limited to no more than five minutes.
  • Presentations must be scheduled in advance.
  • Written comments and/or testimony are welcomed.
  • Confidentiality is always honored when requested.
  • PCAB reserves the right to take a public position on comments and issues presented to their body.
