Electronic access and resources for the 2017-18 Teacher Effectiveness Evaluation
There are two different electronic platforms that allow classroom teachers and their supervisors to electronically participate in the evaluation process: Manager Self Service (often referred to as OPMS) and City Schools Blackboard site.
For the 2017-18 Teacher Effectiveness Evaluation, the Individual Development Plan (IDP) and Mid-Year Performance Review are not completed electronically. It is highly recommended, however, that the documents stemming from these conversations are scanned and attached into OPMS for record keeping and access purposes.
1. Making sure that you have access to OPMS:
All employees have access to OPMS through their Employee Self Service. When they log into the Employee Resource Portal (ERP)
, open the Employee Self Service folder icon and click on the Performance Management link.
All supervisors of BTU and PSASA employees in City Schools should have access to OPMS and Manager Self Service. Before any evaluation deadlines, log into your ERP and make sure that you have the "Manager Self Service" responsibility listed on the left-hand side of the screen.
2. Accessing City Schools Blackboard:
School leaders and school-based evaluators will have one location to address everything associated with the Teacher SLO process. The steps and screenshots below highlight access information to support you.
1. From a City Schools computer, select the City Schools Blackboard icon or go to www.bcpss.org
and select LOGIN. If you receive a federation challenge pop-up, enter your network credentials.
2. Once inside Blackboard, you will immediately see two modules on the landing page:
a. SLO Approver Resources
b. SLO Dashboard Module

You can access both OPMS and City Schools Blackboard from any non-City Schools computer and outside of the City Schools network. If you experience any problems, please use VPN, which can be accessed at https:sslvpn.bcps.k12.md.us
. You will continue to use your Oracle password to log-in.
