Special Education Citizens' Advisory Committee

The Special Education Citizens' Advisory Committee (SECAC) works to enable the Board of School Commissioners and district office staff to collaborate with others on special education issues and to facilitate positive changes in the delivery of special education services.


Meetings are held from 6:00 p.m. to 8:00 p.m. on the second Monday of each month (unless otherwise noted) at the district office (200 East North Avenue, in the first floor board room).

Sheila is a retired nurse and is currently a CEO appointed member of the Parent Community Advisory Board ( PCAB ). She graduated from Edmondson Senior High School Class Of 1972 and is a longtime resident of Baltimore City. She is also a Parent Liaison Volunteer at Claremont Middle/High School and the Vice President of the PTO there.

Sheila is a longtime advocate for children and adults with special needs and intellectual disabilities.
