Tammy Turner has more than 27 years of experience in the practice of law in the public sector, encompassing five years in county government and 21 years in the field of public education. In that time she has been involved with nearly every aspect of government management and oversight, including public safety, personnel, labor negotiations, constitutional issues related to public education, intellectual property, charter schools, real estate, discrimination and EEO compliance, and alternative financing. She also has extensive litigation experience before Federal and State courts, as well as administrative agencies.
For the past ten years Ms. Turner has served as Chief Legal Counsel for Baltimore City Public Schools, with responsibility for managing all legal affairs involving the school district, with more than 10,000 employees and 84,000 students. At the same time she serves as the primary advisor to the Baltimore City Board of School Commissioners (Board) and the Office of the CEO on all issues related to local, state and federal law and policies. Her office is also responsible for providing training to central office and school-based staff to ensure compliance with a wide range of issues including First Amendment Rights of Students and Staff, Title VII, Title IX, Every Child Succeeds (ESSA), Individuals with Disabilities Act (IDEA), Family Law, and the Federal Educational Rights and Privacy Act (FERPA), among others.
In addition to her skills as a litigator, Ms. Turner has a well-deserved reputation as an exceptional advocate and leader, with proven ability to think strategically while demonstrating a practical, business-oriented approach. Her responsibilities touch upon every aspect of school system operations, with a management style that is focused on developing the capacity of employees while increasing the performance of teams.
Ms. Turner earned her B.A. degree in Criminal Justice/Psychology at the University of Maryland, College Park, and her Doctor of Law (J.D.) degree at the University of Baltimore. Effective May 11, 2016, Ms. Turner was appointed Acting Chief Executive Officer of Baltimore City Public Schools.
