Certification

The certification team within the Human Capital Office works to ensure that employees across City Schools meet the certification standards required by the Maryland State Board of Education, which were established to ensure that all students are served by professional staff with required knowledge and skills. Anyone employed as a teacher, instructional specialist, instructional supervisor or administrator of instruction in a public school system in Maryland must hold a valid Maryland teaching, specialist, supervisor or administrative certificate. Individuals may download their own certificates from the website of the Maryland State Department of Education (MSDE).


The certification team also tracks teachers' "highly qualified" status, as required under the federal Elementary and Secondary Education Act.

The Maryland State Department of Education (MSDE) authorizes our school system to provide certification services to City School employees who are in positions that require a certificate (teachers, specialists, administrators). Therefore, current BCPSS employees whose positions do not require a certificate (non-teachers, substitute teachers, etc.), and individuals who are no longer employed by BCPSS must contact MSDE’s Certification Branch or services.

Additional certification information and resources:
Please note, as of April 1, 2014 no hard-copy submissions will be accepted by the certification team (official transcripts excepted) for certificate renewals and endorsements. Employees must use the ERP system to submit renewal and endorsement requests. HOUSSE is no longer available as of June 30, 2014.
