Summer Learning Programs

BCPSS long-term goal is to provide all students with access to a high-quality, cost effective summer learning program that prepares them to begin each new school year ready to learn.


The Office of Extended Learning:

  • works in collaboration with all of the BCPSS departments to coordinate the efforts to develop market, implement, support, monitor, and evaluate summer learning programs for the BCPSS. 
  • works with Baltimore’s After School Strategy, the Center for Summer Learning, and BCPSS staff to increase the quality and quantity of out of school time opportunities for Baltimore City students by developing strategies for maximizing resources and increasing the effectiveness of programs; impact on academic outcomes.
  • initiates and builds stronger partnerships between out-of-school time programs and BCPSS in an effort to create a community dedicated to supporting children’s learning.
  • facilitates the sharing of information between the BCPSS and community-based providers.

Summer Learning Program Plan


All schools are required to complete a Summer Program Plan (SPP) if they are planning to have a summer learning program.

The purpose of the Summer Program Plan is to provide a mechanism to review and approve all summer programs designed, funded, and implemented by schools/principals and their partners (if applicable) for students.

Research on Summer Learning

  • All young people experience learning losses when they do not engage in educational activities during the summer. Research spanning 100 years shows that students typically score lower on standardized tests at the end of summer vacation than they do on the same test at the beginning of the summer (White, 1906; Heyns, 1978; Entwisle & Alexander 1992: Cooper, 1996; Downey et al, 2004).
  • Children lose more than academic knowledge over the summer.  Most children-particularly children at high risk of obesity-gain weight more rapidly when they are out of school during summer break (Von Hippel et al, 2007).
  • Most students lose about two months of grade level equivalency in mathematical computation skills over the summer months.  Low-income students also lose more than two months in reading achievement, despite the fact that their middle-class peers make slight gains (Cooper, 1996)
  • Parents consistently cite summer as the most difficult time to ensure that their children have productive things to do (Duffett et al, 2004)
