Mission Statement:

The Office of the Controller supports the fiscal condition of the System through the consistent and appropriate application of the daily accounting and budget controls and functions that allow the System to support instruction.

Vision Statement

The Office of the Controller (Accounting and Budget) is responsible for the day-to-day accounting, budget, treasury and financial analysis functions of the system. It prepares and coordinates all financial reporting and audit related services in accordance with BCPSS policy, state, federal and local laws as well as internal and external customers.

Prepares the System’s annual operating and capital budgets in accordance with the policies and regulations of the BCPSS Board, Baltimore City Council, and MSDE.

Prepares monthly financial statements for dissemination to the Board as well as internal and external customers.

Provides assistance to the System’s principals and mangers in the analysis and review of their budgeted and actual operating results.

Prepares and submits MSDE reports in accordance with COMAR regulations.

Oversees all accounting operations such as accounts receivable, general ledger posting and recordkeeping, capital assets.

Facilitates all treasury services, banking, and cash related functions within the system including bank reconciliations.

Performs financial analysis for all aspects of the System’s budget and financial position.

Coordinates and assists in the completion of the annual independent audit, MSDE audit, legislative audit, A-133 audit, and other audits in accordance with GAAP, GASB, and other Federal and state regulations.

Prepares the System’s Comprehensive Annual Financial Report (CAFR).
