An Overview of the Elementary School Grades

In order to meet the Baltimore City Public School System’s Master Plan goal to increase student achievement, we must focus on the elementary grades to provide to provide the foundation for academic success. The elementary instructional program focuses on developing literacy skills through developing reading, writing, speaking, and listening skills.

Students learn the basic concepts of social studies, science, and health education as well as the ability to work independently and as part of a group.

Students are administered the California Diagnostic Tests for reading and mathematics during the fall to determine their instructional strengths and weaknesses.



A future BCPSS Master Plan Strategy is to develop standards and expectations for related content areas such as art, music, physical education, and career/technology education.

Through high standards and clear expectations for meeting those standards, elementary students should develop the skills and knowledge to compete successfully with their peers.
