POSITION ANNOUNCEMENT

The Chief Executive Officer, Baltimore City Public Schools , is seeking individuals meeting the minimum qualifications for the following position:


CONTROLLER
($80,332-$137-302)

Under the leadership of the Chief Financial Officer, the Controller directs the financial activities of BCPSS to include budget planning and management, general accounting, accounts receivables, and financial analysis.  Plans, organizes, and directs the development and management of the district’s budgets.  Develops and implements budgeting, accounting and financial control procedures and prepares budgetary and financial analyses, reports and information.   Directs the functions of fund management and accounts receivables.  Coordinates work in assigned areas of responsibility with the Payroll, Accounts Payable, Procurement, and Grants Administration departments. 

Qualified applicants must have the following minimum qualifications:

  • Bachelor's degree in accounting, finance or closely related field; Certified Public Accountant (CPA) preferred
  • Nine years professional experience in accounting and budgeting including three years at a supervisory level
  • Experience in a public sector environment desirable
  • Advanced knowledge of the principles and techniques budgeting and financial management, and the accepted practices and procedures that are used in the maintenance, development and implementation of large, complex budgets
  • Ability to analyze, review and direct complex budget and accounting operations and procedures
  • Ability to resolve complex budgeting problems and to give technical budget management advice and assistance
  • Ability to interpret and apply governmental policies and procedures
  • Ability to establish and maintain effective working relationships
  • Ability to prepare and maintain complex financial records using Excel and Access or comparable software required
  • Ability to manage budget and accounting data analyses and reporting using specialized computer applications for financial management, such as Oracle and comparable ERP programs preferred
  • Interpersonal skills that ensure effective team building
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations
  • Proficient in the use of technical computer applications, including Microsoft Office Professional Suite or comparable software
